She could have an allergy to something. Is she uncomfortable with lots of scratching and crying?

They could be pimples... seriously... Many breeds of dog go through a teenage pimple faze much like humans.
I have a hairless dog and during his teenage months he was very pimply. We just washed in a medicated shampoo to relieve the soreness and itching.
WG makes a good suggestion too though with allergies, it's highly possible these bumps are caused by irritation from something. It could be anything from a chemical product used in your house to a certain plant in the garden or even something in the food.

It could be flea reaction or even mites. A lot of breeds suffer from acne, where exactly are the bumps?

The bumps started one the inside of her legs and her stomach. We know it's not fleas or anything, but I gave her baths in oatmeal shampoo, and a kind for puppies, but now the bumps are starting to go up her back and they're also on her head... Yes, she itches a lot, but it doesn't seem to hurt her.

I agree it could be any number of things, but puppies can also get a pyoderma. Check the link above and compare. Pyoderma is a bacterial infection that can be fairly easily treated, if by chance this is what you are seeing. Oral antibiotics and a couple of medicated baths should clear it right up. Of course there are still all the other options, just throwing it in the pile.

Im not sure... because if that is what she has... its like 10 times worse then that... shes digging at herself so bad, that's she's making herself bleed... how is pyoderma caused, could it have been something she ate?

At this point we are only guessing. Are you able to post a pic of the bumps? Also you mentioned that you saw fleas before, flea bathes don't always cure 100%, like mentioned you need to treat your house as well. Your best bet would be to make an appointment with your vet. It could be anything from fleas, allergies to mange, and a whole heck of a lot in between.

You seem to know she needs to see a Vet. I'd go as soon as possible to avoid infection. If she's scratching and digging and the "bumps" get infected the cost is going to be even higher. She is also uncomfortable - she needs to see a Vet.

We have 8 dogs, Starla, the one with the bumps is inside with another dog we have had for 12 years, if it were fleas... our other dogs would have them, so it coulnt be that, I've been giving her oatmeal baths everyother day, it seems to be making the bbumps dry up, looked at the symptoms, and ways to cure pyoderma, I'm pretty sure that's what she has gotton... im going to wait a fiew more days and see if her hair starts coming back and see less bumps, but definitely taking her to the vet... THank you all for the help!

We took her to the vet today, Something has weakened her ammune system, And every dog has these mites on them, but the weakening of the amune system made her skin have a reaction to the mites. They said she should get better because she's a puppy and still getting stronger.

So, she has demodex? Is that what they told you? Great that you have an answer.
Just keep on top of it, it is treatable but you must be prudent with what ever treatment your vet decides on.
And she is still young, so please have her spayed, this too will help.
