If she lives and works OUTSIDE of the U.S. and is NOT a U.S. citizen, she is NOT eligible for a Social Security Number.

She CAN get an Individual Tax Identification Number (ITIN) by filing a joint U.S. tax return with you and submitting Form W-7 when you file the tax return.

She must submit with the Form W-7 her original passport or a clear color photocopy of her passport that is certified as a true copy of an authentic passport by the government that issued the passport or have a Certifying Acceptance Agent (CAA) authenticate the passport.

If you need professional help filing the return and submitting the Form W-7, I AM a CAA. You can email me at the email address in my profile.
