Breaker in panel to hot water heater tripped. I reset breaker still NO hot water. Checked power @ thermostat and both elements and all is good, also tried reset button but still no hot water. Do I need to ohm out both elements? How likely is it that both elements would go bad at the same time? I'm thinking highly unlikely. PLEASE HELP!

    Extremely unlikely,

But the bottom element doesn't come on until the upper element is satisfied.
That means if the upper element is defective the bottom will never come on. Check upper element.

Remove one wire on each element and check them both.
