Why are you ashamed of it? Masturbating is normal. Everyone masturbates. Those that say they don't, are lying about it.

I agree, your area you live is normally Buddhist and there is nothing I know of, within the teachings that forbid masturbation. If you feel it is wrong ( why?) but if you do, then just do not do it.

It also can be habit forming, but at 16, it is very normal.
