I have an in ground pool with a light the previous owner had the light connected to a GFI breaker. When I took over the property I tried to turn on the light with the breaker and the breaker tripped, again I tried the same problem. I found the out side connection to the light I removed the wire nuts and reset the breaker and it was fine until I connected the light back up again the breaker tripped. Then I replaced the GFI with a regular breaker and it works fine. My question is shouldn't this light be connected to a GFI.

YES! Which is why it was a GFI breaker to begin with.
The problem is with the light, not the breaker. PUT THE GFI BREAKER BACK IN.
Replace the light and you should be fine.
