Did something in specific happen in her past relationship that has made her decide not to be involved in anymore relationships or is it just the pain of a broken heart? You may need to give her some time to heal whatever has made her feel this way. Just be a good friend to her and see where things go from there. If nothing really happens that she doesn't move forward or want to move forward with you you will have to let go of the idea of something more coming out of it. Some individuals are so emotionally wounded by the hurts of their past relationships that cannot trust anyone else to come into their life and if that is the case with her... you will have to accept that.
