    Was this just installed? I know this is a bonehead question but is the knob turned to the on position? How old is the heater? You could have a gas control problem. You could call state for a walk through with diagnostic testing but they will most likely want you to have a multimeter, a manometer, the model number and serial number readily available.
    One more question, does the burner try to light and then go out right away and then the pilot also goes out? If so, you are in lockout. Some State heaters have resettable lockouts but those are only 1 or 2 years old. If its older than that your heater is done for if the lockout was tripped.
