Either call your power company or an electrician.

    I suggest an electrician.

Regardless of the failure, someone will have to be doing work in the main panel. This is a kill zone and if you do not know what you are doing, you have no business inside the panel.

I'm a DYI type person myself and am reasonably knowledgeable of what to touch and not touch in the main panel. But rule #1 says to me anything that involves the main power breaker needs to be looked at by a professional. The service lines from the Power Company are always hot. As far as I know, in order to play with them you need to either remove the meter or find the disconnect handle from the meter to the inside of the residence.

That is a dead short so do not try it again. The short could be outside so start with the power company. Hoever, be prepared to also have your own licensed electrician inside the home where the more likely short will be found.
