    What are my friend's paternal rights
    What are the rights of my friend if the mother leaves with the child when the child is born then shows up when the child is 4 years old The mother wanted to rekindle a relationship with my friend but since he was only interested in seeing the daughter she is now making it very difficult to see the child and she will no longer allow the father to talk to the child on the phone. Numerous meetings were cancelled by the mother and now he doesn't know if he will see his child again. What should he do?

    Paternal obligations
    If the mother has not let the father see the child since it was born then shows up in his life out of no where, will he have to pay her child allowance?

    Yes seeing the child or not seeing the child has nothing to do with child support. You could never have had one glimpse of the child and still have to pay simply because it is YOUR child.
    The way you worded this it sounds like she never went after you for child support. Do you think she is planning on going after you for child support?

    If you want to see the child you go to family court and request joint custody, visitation orders or whatever to see the child.

    If he wants to see the child then he will have to go to court. He will petition the judge to order a paternaty test (it has to be court ordered they don't accept any others) and if the test comes back positive then he will have a graduated visitation schedule orderd and a child support order. If it comes back negative then he can move on with his life. But to get anything he will have to go to court.
