Can a husband refuse to allow his wife to have guests over
My husband always says I can't have anyone over, when I have them over anyway he becomes beligerant and threatens to call the cops because he says, he pays the bills and its his house. We have been married 23 years.

This has been going on for 23 years ! My gosh my dear. This is not right. You own half of everything in the marriage (depending on where you are of course).
The man you are married to is somewhat off his rocker if he calls the police on guests.
Is he from a different ethnic group where this is common ?

Calif. he is also a full blown alcoholic, white. Sometimes he calls 411 thinking its 911 and tells them he has people in his house that won't get out. They end up hanging up on him.

Depending on where you live, it may be your house as well. Are you not on the deed? If you are it definitely is part your house.
But frankly, you need marriage counseling. He needs to understand that marriage is a partnership, that you are not his slave.
Frankly, I would makes plans to have people over soon. Explain to your friends what is going to happen so make sure you invite friends who will be on board. . When he threatens to call the police, hand him the phone. Let him call. The police are more likely to arrest him for abuse then do anything about your guests.
If he won't go to a counselor, you go. You also need to go to Al-Anon.

Depending how the threats are and if he is violent, you call the police on him.
So tell him to call 911, dial it for him. You can have people over

He is an alcoholic, AK, then yes, he is from another planet. I know, I live with one. They can be difficult.
