It isn't slander or abuse if it's true. If you behaved like a baby - and I don't think adults or even teenagers throw ketchup at each other AND damage someone else's property - and your mother said you did, she's telling the truth.
People were looking at you because you made a spectacle of YOURSELF in a public restaurant. I'm surprised that they didn't applaud your mother.

If you want to cause your mother problems, get yourself put in foster care at least temporarily, yes, call CPS on your mother. I'd pack before you call.
