Well her dad is not around and the reason for her coming to live with me was because life at home was not good I have a brother with ADHD who was quite aggressive with it and she did not feel safe also there was never no gas or hot water at home she also was falling very behide with school so she asked us if she could come and live with me and my husband. We live in the shropshire area.

Shropshire? Is that the UK?
So your mother agreed to allow her to move in? Without any court action, Mom can order her to return at any time.
So you need to go to court to be appointed legal guardian. I would not try for custody as that would be harder. But, especially if mom agrees, you can have yourself appointed guardian, which give you legal rights over her.

Yes that is the UK.
To be honest she had no choose my sister didn't want to be there so she left. But now mother is trying to make things more difficult for us things like making hospital appointments things like that.
So how do I go for legal guardianship of her? I wouldn't no where to start.

Sorry, but its your sister who had no choice. She's a minor and legally under the control of her parents. If mom reported her as a runaway she could force her return.
Currently mom is the legal parent so she has the right and duty to make hospital appointments, etc. YOU don't.
So you need to consult with a solicitor specializing in Family Law. They can explain to you the process and help you through it.
