Our shelters do that too. I think 6 weeks is a bit young but I do understand why they do it. Too many dogs in the shelter already and too many irresponsible people that just have to have that one litter.
If the dog is healthy there usually aren't any problems. Of course there's always a risk, however small, with any surgery, but the health benefits far outweigh the risks. :)
