I am trying to wire my window air conditioner to my breaker panel. I only have 3 wires. One black, one white and the ground. How do I connect the wires to the 220 breaker in the panel. My outlet only has 3 wire connection so I know how to connect that. Just not sure how to connect in the main panel...

My dad is using 220 v wiring but it's only outputting 110. He wants to isolate the problem instead of replacing the entire length of wire. Any idea what he can use to detect where the fault is occurring? I've looked but can't find anything.
