Galvanized angle for the deck floor joist to keep the height low.

Wanting to install a deck and use galvanized angle for the floor joist to keep the height low. The size of the deck is 14'x 15'. I plan on installing the angle up and bolting a 2x6 to the angle to nail decking boards. What would be the recommendation of angle iron? 2-1/2' x 4' x 1/4'?

I am installing ceramic tile in my bathroom, and am wondering if I need to raise the Floor flange so it sits on top of the tile, or can it stay on top of the cement floor?

The plastic floor flange is broken and it appears to be poured into the slab. How can I remove it? Can I just ge a new flange that would fit inside the pipe and install it right over top?
