Other than building hand rails how exactly are they used? How do u transition from pipe to floor flange to pipe through floor or is that even possible?

Galvanized flanges have pipe threads, I have two flanges and a piece of 1/2" propping up one side of my work bench. Does that answer your question? Cheers, Tom

Say you have 3/4 galvanized water line that runs up into the utility room finished floor. What would be the correct way to cover the hole the pipe runs through? Could u just us a escutcheon plate?

Yup! A split or regular escutcheon plate is perfect for this application.
