I burned the whole chandelier or the wiring?
One lightbulb was off and the bottom piece of the light bulb stuck in the socket of the chandelier. My mistake was touching the pliers to the bottom of the socket. The whole power in the house went down. Then I went to the basement pulled the breakers back on, and the power came back on except the light fixture I was working on. This time though all 5 lamps were not working. I pulled down the chandelier and tested the wiring and it seems that there is no power going through.
    What should I do?

I'm not trying to be impertinent, but if you were changing a broken bulb with a metal pliers while it was powered, I would recommend you call an electrician to fix your current problem. Your description does not give enough details to give much more help.
