Well, you answered one part of my reply..
Is this going to be a slave drive or are you going to install WinME on it?
Again, what are you using to fdisk with?

Okay..
When you boot using the floppy and get to a:\ prompt, are you typing in fdisk ?
Once there, are you then using the option to set a Primary DOS partition?
BTW, I don't live in AMHD so I am NOT always here to get your reply right away!
Nor is anyone else for that matter!

Okay..
I want you to go to www.bootdisk.com and download the file to make a new WinME startup floppy..
Once you have it downloaded, put a clean formatted floppy in your a: drive..
Next, double click the file you downloaded and let it extract the necessary files to the floppy..
Once everything has copied over, use THAT new floppy to boot and fdisk with!

You know what means this error (R6003 integer divide by 0). It's a failure of the drive, BIOS or harware?

Shut off your virus detection in your BIOS; I ONLY recommend this if you really know what you are doing and looking for, that may help with the error but I suggest leaving that as a last resort.
