Has this toilet always been a problem or is this a new situation. There are several reasons for a poor flush but lets start with the easy ones. Lift the tank lid and check to insure the water level is about 1" below the overflow tube. Adjust the ballcock if necessary to get the correct level. Flush the toilet and check to insure the tank fully drains and the stopper doesn't drop too early. How long has the toilet been installed and has there been any other work done like a new wax ring? Back to you.

As a rule double flushes occur when there's so much water entering the bowl from the tank that it siphons twice. Try reducing the water level in the tank and see if that doesn't help. Good luck, Tom

Tom, you're 100% correct about the double flush. However, I think CJ is telling us that they manually flush twice to get everything to go done. Could be the opposite and needs more water in the tank or a partial blockage in the siphon action. CJ needs to get back with more info.
