I am a nonresident of GA living in SC with capital gain in GA
I am a SC resident, but have sold my rental property in Georgia at a gain. Am I liable for income tax on that gain in my nonresident state of Georgia?

Yes, you ARE liable to Georgia for that gain, because the property is IN Georgia.

However, for whatever tax you pay to Georgia, you should be able to claim a credit on your South Carolina tax return.
