My toilet tank fills to the water level then the water level drops about an inch. Once it drops an inch the black mechanism kicks in and the water level raises an inch. Our water bill was $500. What is causing this issue?

Ok for sometime now the washer would not stop filling with cold water but would work and run the cycle while filling the whole time... then the cold water choices will not fill at all only hot water will fill or warm however it is all hot water... now the washer will not turn on or fill... time for...

I had a toilet leak at the supply line toilet connection. When I replaced the supply line, I still had a leak at the connection. I then replaced the fill valve and that solved the issue.
