Hi, I'm looking for the title of a live action movie I saw partially on TV a few years ago. I tuned in halfway through, so I don't know how the movie starts. I remember it being about a boy, who is able to talk to his dog, due to some sort of device/toy thing.

Later in the movie, the leader of the dogs arrives on Earth and holds a meeting of all the dogs. They are planning to take over the Earth and make humans their servants. They tell the leader about how they've conditioned humans already to take care of and feed them. The boy attends the meeting with his dog and speaks to the leader, attempting to stop them from taking over the world, and the leader is surprised and angry that a human is talking to her.

I can't remember exactly what happens after (except obviously the dogs didn't succeed in taking over the world), but at the end of the movie the boy loses his ability to communicate with dogs. It happens when he notices his dog circle his bed before lying down and asks why dogs always do that before lying down. Some sort of spell is cast just as his dog is about to answer and he can't understand his answer, hearing only a whimper or bark.
