Can I apply for a J1 waiver even if my visa is already expired?
I had a J1 visa that expired last March 2013. My visa was subjected to the two-year home-country physical presence requirement. My American boss proposed me to go back to US and apply for an H1 visa but I didn't fulfill the two-year requirement yet. I'm wondering if I can apply for a J1 waiver even if my visa already expired or it is possible to apply for it and change status only before your current visa expires.
