Trying to decide what type of toilet flange is most durable. Stainless STEEL, ABS or PVC? Steel can and will rust. PVC and ABS can crack and break. From what I read PVC is softer than ABS. Are these the only 3 options? Looking for recommendation from the voices of experience.

It's not Good practice to use the wrong cement on plastic pipes.
Oatey makes a cement that works on both ABS and PVC, regards, Tom

I would use a flange with a steel ring. There are some flanges made with an anodized ring, and others with a durable painted finish. A properly prepared floor, and correctly installed flange and toilet, will stay odor proof, and leak free for decades...

Choose a flange with the SS ring... even if it failed (and that would probably take decades) you can just cut the old metal ring off and install a new clamshell type ring without having to disturb the flange/piping (see images)!

As suggested above, ABS body with s.s. ring is something I would recommend, too... If properly installed ( with wax rings ), the ring itself will last many (many) years... Back to you.. Milo
