I am a 26 year old male. I shaved my pubes about three weeks ago and just recently found a spot on my scrotum that is raised and kind of round looking. Its only on one spot. Exact location is where the bottom side of my penis meets the scrotum when flaccid. I do spend a lot of time in the gym and sweat a lot (not sure if this would contribute to some kind of irritation) There is a hair sticking through it. It isn't painful and doesn't itch at all. It just scares me. I have had unprotected sex. Also if there are any doctors willing to contact me via e-mail I could really use some direction and maybe I can send a picture? Thank you.

Your best best is to go to your doctor who will look at this in person and give his diagnosis. You really can't get a diagnosis online -- it would be a shot in the dark and not reliable at all.

And stop with the unprotected sex.

It sounds mostly like a ingrown hair, very common when you shave there. If you use a steam room, try shaving there after a got tub and sauna, the hair will cut must easier.

But it can be any of the things you said, and no there is no way to tell without a exam by a local doctor. (or health department)
