Lenox outside condenser

My outside central AC condenser/compressor unit (a Lennox) is not turning on, I checked the thermostat and it's working fine, I even changed the capacitor and still no luck.

My condersor fan was trying to turn very slow. I removed it and oiled it and it freed up. Only ran 30 min then quit.
