    Tell us what you mean by fan stops. Never heard of a fan motor stopping. They either start and run of they don't ever start.

    checked alt of common thing relay
    What does that mean.

    capacitors look fine
    You can tell nothing about a capacitor by just looking at it.

    fan moves freely
    Does that mean the fan blade and motor turn freely or does it mean the fan blade alone turns freely?
