    Harley has gas & spark but won't turn over
    Also has new plugs & plug wires... 1997 fatboy

    I'd replace the Ignition Control Module (ICM), if you know the compression is good and the ICM has never been replaced. You may have spark but it may be at the wrong time. ICMs are problematic parts.
