Hi RJO and welcome to The Plumbing Page at AMHD.com. You're responding to a 5 year old dead threads so I gave you one of your own. Please check the date before you post. Thanks
.out going copper pipe is hot for only about 12 inches where it meets a tee... past tee pipe is cold...
This sounds like the cold water feed. And the reason the copper pipe's hot is called convection and is normal for heaters.
.get water fro HW faucets... but not hot
A few questions. Gas or electric? What's the control box or the thermostats set at? When you open a hotwater tap does the hot water pipe get hot Back to you. Tom

Answer Tom's questions RJO, and then check that the cold water tubing is feeding into the INLET of the tank... sounds like the tank got piped in reverse... maybe?
