When fan running receiving TV signals

About 4:00 am with our hampton bay fan running we are getting a tv station broadcasting

I've just built a new computer. Everything has been plugged in correctly but a few things are not working. When the power button is pressed, the processor fan starts up and the SATA HD starts to whir. But the monitor does not receive a signal and the DVD writer (IDE connection) is not receiving...
