Any loose threaded connection on the water heater, or a crack in the tank of the water heater can cause it to leak, and a leak that is dripping on the pilot area will continually put out the pilot. If the water heater is leaking, and you can't find the source of the leak at any threaded connections, or joints above the water heater, you need a new water heater.
