    1999 civic lx D16y7 no start
    1999 CIVIC LX d16y7 no start issue..
    Fuel pressure: 30psi koeo
    Spark: good (blue)
    New: plugs distrubutor, cap, and rotor, plug wires, pgm-fi relay,

    Injector pulse is 48-55 ms
    Plugs fouled with fuel

    What I'm I missing here? Can someone help out?

    If the CEL comes on for 2 seconds and then goes out, when the ignition switch is turned to ON (Position II), then you should focus on the distributor. Ensure you have a genuine Honda distributor housing, where it's fine to install an aftermarket ICM and coil to keep the cost down. Aftermarket distributor housings for Honda are problematic.
