Hmm, maybe your user privileges is limited to Guest access only.
What you need to do is logon as Administrator to get full access back. Usually the administrator account is created when Windows is first installed. Do you know the administrator password and user name?
When you get to Windows, are you presented with the Login prompt? Type "Administrator" as the user name, and press "Enter" key for password. (I think these are defaults).

If your logged in as administrator in safe mode, create a new user using the Control Panel - User Accounts. Change the way users logon, for example using the Welcome screen. Make sure this new user has full administrative privileges.
Now when you reboot, you should be presented with the Welcome screen. Login with the newly created account.
If it works, you will need to edit your old account to change it back to full administrative privileges. Then log back in with your old account.

Ok. I forgot about that. You've got a interesting dilemma here.
Can you run a program at the "run" prompt? Type in: control userpasswords2, to acess user account settings.

Ok. Good. Check the properties of your username, Under group privileges, check other and set it to administrators. Reboot and login using that user account.
I think that should do it. :)

I'm out of ideas right now. You should call Microsoft and ask them what happened...
Another thing you might want to try, is to create a new user with administrator rights. Then login using that new user account. Windows will create new files for this new user, see if that works.
