Did the officer tell you what agency it would be to which you should report the damaged bumper? I would think it might be your
friend's duty to report an accident, but not yours. But I suspect the officer was concerned about a duty to report an accident, not a (probably non-existent) requirement that all damage be fixed.
And you might want to look up the Ontario traffic code to see if it requires all bumpers to be in mint condition. I doubt that the judge can require you to fix it unless it affects vehicle safety. The judge isn't going to order you to fix it merely for cosmetic reasons.
