Old kids movie with man and creepy talking fish

There was a movie from when I was younger that I can't remember the name to. It was very old and had this guy that lived in a creepy house and had creepy puppet fish that would talk to him. There was a lot more to the movie that I can't really remember but that is what stuck out to me.
