Turning off water supply to toilet that has no handle but a pull switch
Im trying to figure out how to replace the seal inside the toilet but have to figure out how to shut water off to the toilet first and there is no handle to shut off. There is a plastic piece that says pull to close? Tried to pull and it does not move?

Make sure the seal seat is clean . I assume you have the bowl shaped seal. Pull the tower off and check the seat for dirt or a piece of the old seal

Thank you for helping me to figure this out. The seal I replaced was the flapper seal and its round. The Model of toilet is a Mansfield. I have the water turned off and going to try gain this afternoon to put the seal out then back in again. If that does not work Im going to buy the entire replacement kit and disassemble it all. I don't know what else to do.

Boy, you guys sure tap-danced around the word, Flapper.

Several things come to mind in addition to Brians suggestions.
Did you cut the ring out of the replacement flapper?(see image)
When the flapper's seated is there 1/4" of play left in the linkage? Let me know, Tom

Tom Thank you for the help but the flapper seal does not look like the picture
This is a very simple toilet set up. Its made by Mansfield and the tank parts are the same maker. I pulled it up online and followed all the directions. The seal looks like the one in the pic that is a orange color. I am wondering if I am not installing the seeal correctly?
