    How can I adopt my partner\
    My partner want to adpt my daughter who three and half years old and never meet her father and not on the birthceertifiact and I have court order he not aloud access to her and doesn't have to pay support

    The court order MAY preclude the need to get his permission. What you NEED to do is retain an attorney to file the petition for adoption. The attorney will tell you all the things you need to do to process the adoption.
