Child neglect
If a child complains to a friend's mother about her being neglect, gets no attention at home, feels lonely, there's never really any food in the house, cries at night and everything. Can the friend mother report to child services and can she sign for legal guardian of the child?

Yes she can report it but as far as getting custody of the child that is going to depend on what is actually happening as opposed to a child's whining.

I still don't understand. What if the child is really being Neglected and the parents deny it? Shouldn't a child always be in a safe home?

It's up to CPS to determine neglect or abuse. They will take your statement and visit the home within 24 hours. You will not receive any information about their findings and the family will not be told who reported them.

What if the child's mother has weed involved in the home? Can the friend's mother get custody if she wanted to?

If CPS finds that the allegations of neglect are true than the child would be put into foster care. Family of the child (grandparents, Aunt, Uncle, adult sibling) would be eligible for custody if custody is taken away from the mother. It's unlikely that the friends mother could get custody of this child.

If CPS determines it, then they can remove the children from the home. It is up to them to decide what happens to the children. They will speak with the children, too.

Okay, what if a 16 year old girl's boyfriend mother want custody?

Look, before this child can be given up CPS needs to be called. They'll go to the house and see if the allegations made against the child's mother, are true. If they are she'll be removed from the home and placed into foster care.
If the mother loses custody, which could take years, and really depends on the extent of the neglect, then relatives of the child will be contacted. If the child has no relatives, or no relatives are willing to take her in, then she will be placed back into foster care until she's adopted. Again, this could take many years, and from what was written above, it's unlikely that she'll even be removed from the home. It really depends on what CPS finds, and if the child is being honest about the neglect.
It's highly unlikely that they would place her in the same home with her boyfriend, even if the boyfriend's mother was a foster mother.
Frankly, it sounds to me like the child wants to move in with her boyfriend so she's making up the neglect in order to get what she wants.

Once CPS removes the children, they will first go to foster care. Family can apply to foster the children.

CPS will not put a 16 year old girl in the custody of her boyfriends parents. To think so is ridiculous.
There are laws that must be adhered and steps that must be followed once a report is made.
If the parent is found neglectful, typically the child will be removed and placed in protective custody of the court. This means that the child will be placed in a previously court approved foster home. Family may be able to take care of the child once they have cleared all interviews and home inspections.
I agree that this sounds like a 16 year old manipulative and resentful girl who will place her parents at risk of serious legal ramifications just so that she can be with a boy.

Ok, so now the truth comes out. I'll bet you are the boyfriend and your girlfriend complains to you because she wants to spend more time with you. If your parents were to harbor this child you could be in trouble for parental interference.
Do you have any proof of the child's neglect other than what the child is telling you? Unless you do, I would tread very lightly here. I think the greater probability is the girl is trying to manipulate you.
Even if the abuse is real, there is no way they will place her with her boyfriend's parents.
