I have already written an email and he has not replied me and I want to write another by saying that he has 15 days time to send me the papers..
Can anyone please tell me how to write it in a formal way ?

Were the papers sent out the proper way? What country? There is no such thing as 'formal email' that I know of. And they wouldn't be sent back to you if he did sign them.
Legal papers are sent certified mail, and often return receipt requested. At least in the US. Then you follow the divorce laws of your locale if he doesn't sign them or they can't be delivered as addressed, and you had had them sent to his last known address.

He hasn't been sent any papers? How can he sign papers he hasn't received? I don't get what you are asking. If you are just starting this divorce, you can certainly email him 'I want a divorce' but you can't tell him to sign papers he doesn't have. You can say 'Go file for divorce and I will sign the papers,' but he can ignore you. I am totally confused by what you think any of this will do. This isn't how divorce is done - depending on where in the world you live.

Yes there is an issue of where you are, ANY question on law needs to include your general locale as laws vary by area.
If you want a divorce, then you file for a divorce in your local court and send him a notice of the filing. That's generally the way it works.
If you just want to write an e-mail to him. Then say:
I want a divorce for the following reasons...
Are you living apart that you can't tell him in person?

He may ignore any email you send, that is not official notice.
Next he is not required to send you divorce papers, he may ignore you all he wants.
If you want the divorce, and he is not responding, you have to file in court and serve hm with divorce papers.
Any use of email is just wasting your time.

Laws in various Countries vary. Laws from State to State, Province to Province vary.
If you want a divorce, sue for divorce.
Quite frankly, I don't even understand your question.
There is no such thing anywhere I know about service (if that's what you are asking) by email. Nowhere.
