I am currently best friends with a girl and have been for about 9 years now. I have had feelings for for at least 7 of those years. About a year ago, I broke this news to her in an immature manner. Suffice it to say, I made a huge fuss about how I couldn't understand how she didn't have feelings back forme. So, ran from her for about 6-8months, only talking to keep the friendship alive.
After those 6-8 months I decided that I should really invite her to my 25th birthday, seeing as though I still consider her my best female friend. The only problem is it seems that she is quite interested in me now even more than before I told her that I loved her. Also, in that 6-8 month period I lost 60lbs and am feeling more masculine than I ever have, which is probably why I let her back into my life.
The first question I have deals with if she is really flirting with me or if she still just want to be my best friend. Some things that's she has done that has got me wondering is constant texting and wanting to set days aside to hangout, not always on a one on one basis, but here and there. She also gets way closer to me in proximity like for example, telling me, "hey look at my nails aren't they cool, feel it!" and I touch her fingers and nails. Another would be that we were at a loungey dive bar and she would not leave my side, she hinted for me to buy her a drink (which I did, but probably shouldn't have), and she's texting me "where are you? I can't find you," when she could have just easily talked to 5 other mutual friends that were there. She also comes into my personal space and it seemingly feels like she is trying to get closer to me. Is she flirting or just being a friend?
The second question is should I tell her about my feelings a second time, but obviously be way more mature about and emphasize that I'm not trying to put any pressure on our friendship, but instead tell her that I wanted to tell her the truth, instead of being fake.
Lastly (sorry I know I'm a mess right now), I would like to know more ways to get me before I tell her everything.

I just want to say that this is my last time trying to get into a romantic relationship with any of my female friends, because quite honestly my heart and head are hurting. Please Help!

We can't possibly know what she is really thinking! You are the only one who can find out.
I can appreciate the fact that you were burned the first time and that it's hard to ask her now. In a way it seems that the burden is on her to come right out with her feelings and not make you go through that torture again, right? But she isn't, so... you have to ask her. You don't have to tell her that you are still in love with her right off the bat. I would tell her that she rejected you then and now you want to know and have a right to know what her feelings are. You don't want to be strung along as a tease toy boy - SAY IT! You have to be prepared to ditch her if she is just keeping you around to torture. Some women do like to have a man around who is in love with them and follows them around like a puppy, even if they don't reciprocate.
