Best place to start is with your adoptive parents--you need as much information as they can give you.
Then you register on reunion websites.

How old are you?
If you are under 18, you don't get to search without your parents' permission.

You'll just have to find a way to reassure your mother. If, however, she will not give you information, you STILL really only have a couple of options.
1. Search on reunion websites with the information that you DO have.
2. Hire a licensed private investigator
3. Search on the internet with what information you have
4. Contact the adoption agency used to see if your birthparents have left you any contact information.
Please bear in mind as you start your search that your biological parents may not want a reunion. Be prepared to accept that.
I highly suggest talking to a counselor specializing in adoption issues. He or she can help you with your search in some ways as well.

Where will I find the counselor@hospital or home affairs;cause I do have a piece of paper that shows my real name but it doesn't show anything a Refnumber or the name of my biologigal parets.

Your birth certificate should show the hospital where you were born. You can contact the hospital as a starting point.

The only thing I have with me its this paper from Department of Co-operation and development.(Section80,children's Act 1960 and Rule 47)

So get a copy of your birth certificate, sorry you don't sound like a adult, Is there other issues or problems, you are dealling with ? So you only have >>> with you, why can't you get other forms of ID other paper work,
Also what country is this, Do you still live at home ?
And one I always ask, why do you want to find them ? The bio father merely had sex with your bio mom and she just gave birth, it is the adoptive parents that raised you, that was there when you fell and needed to be held, they were the ones there when you were scared at night and so on.
But yes, most likely your desire to find other parents has upset your adoptive parents,
