    Mother wants relinquishing her rights to me.
    My husband's ex had his daughter she wants to relinquish her rights to me how do we do that. Legally and cheap.

    You adopt the child.

    Your husband could also go to Court and get sole custody - that doesn't make you a "legal" parent, but it's "cheap and legal."

    I can't aford court cost.

    There is no way to do it "that cheap" the only way to have it done is though the court.

    Even your husband getting legal custody will require going to court.

    The mother cannot relinquish her rights to anyone. She can agree to allow you to adopt. She can also agree to cede custody to the father. In either case an court has to ratify the action.

    How do you know you can't afford the court costs? Have you looked into it?
