Turned off water main and when turned back on, one toilet in the house with no water

Plumber turned off the water main to fix a leaky pipe in the kitchen, when he finished and turned the main back on, one toilet in the house will not fill and has no water at the valve. What could the problem be?
Pump->Cistern->Pressure tank

Will a pressure tank function well with direct water flow into it. Pump->1000 gal. Cistern->Pressure Tank-- water leaves Cistern at 28lb. Pressure into pressure tank for upper floors. Cistern has float in it for pump to turn on after 18 inch draw down. Pressure tank will trigger nothing.
No hot water pressure in one shower after main turned on/off

I have been unable to find anything specific to our issue. Here it is. Last week the water softener guy came to change out the tank while I was in taking a shower. When he turned off the main the water trickled to nothing. I turned off the shower, waited a few minutes and started it up again....

Hello, hoping someone may be able to point me in the right direction!
