    Do all amercans have to pay sui and sdi taxes?

    No - SUI and SDI are state-run programs (State Disability Insurance and State Unemployment Insurance). Some states require employees to pay a portion of these taxes out of their wages - NJ and CA for example. But most other states do not. And these taxes are withheld only from wages, not from other income such as dividends, interest, or capital gain income.
