Light fixture flickering even new bulb. Ballast problem?

My round fluorescent kitchen light started flickering and I though it was the bulbs. After going to the store I replaced the 12" bulb but they were out of the 8" bulb. Turn it back on and both bulbs are flickering. I'm thinking it's a ballast problem, right? I've never repaired anything...

I have a light with two mag. Ballasts 13 watt.One ballast doesn't work any more,how can you tell what is wrong. I have checked all wires and conections and used a new bulb.Still, one light doesn't work.

Hello, I have a ballast that works on 240 volt normal single phase house power. My question is will it work in a warehouse that is 240 volt power. The supply is 600 volt 60 amp.
