Kenmore UltraWash Quiet Guard 3 Dishwasher Metal Screen w/Rotating blade LOOSE

Is the Metal blade supposed to be LOOSE that rotates in front ot the Screen? I can rotate it freely.

No, you need to tighten it, but cut off the power first.
