A cracked head, between the water ports and the intake, will allow fuel to enter the water system. It can also work the other way, and allow water to enter the intake. Have you noticed sputtering or excessive water dripping from the exhaust (tail) pipe? Has the vehicle been allowed to freeze? Another possibility, and a cheaper fix if it is, is a blown head gasket. Check for excessive water in the exhaust. There will normally be some, because of condensation. Are you losing any coolant?
