New thermostat. No heat.

I have Electric baseboard heat and replaced the old dial mercury thermometer and replaced with a double pole programmable thermostat. The problem starts with only two wires from wall and four wires on new thermostat. I capped to wires in thermostat individually as company told me, and the thermostat has power to it as the display is visible. However, the room gets colder even though the thermostat is saying that the heat should be on. What to do?
