Can my husband give a neighbor permission to utilize our property that we own together for a utility easement when I have said No that I was not giving permission.

No, any such action would require the agreement of all persons on the title.

Of course some additional info as to what is exactly happening will help. Since many utilities have easements to access property already. Is this a overhead wire, or a underground pipe.

And of course the easement will have to be in writing, and part of the deed filing.

    Thanks
The water line is run behind my house and does have easement rights to place in that sectionof my property by deed that was established in early 60's It is underground, runs behind my house and makes a 90 degree turn and runs down side of my driveway to an outlet that lets the water co drain their lines. This 90 degree turn is approx 6 feet to 10 feet from my property line that runs along the easement of 20feet that was established in the early 60's as well. The line is not encased by the property of the servient or owner of theland that the ingress egress was established on and of which I am the dominant tenant.
    Thanks
