How to get a paternity test
I live in Alaska and a woman says that I fathered her child in Oregon back in 1995, I was unaware of her existence until I received paperwork from child support, when I contacted them for a paternity test they told me too much time had passed by. So my question is how do I go about getting a paternity test

If they are now just getting around to contacting you then you have the right to a hearing and that can include a DNA test.

How long have they said they have been looking for you and how did they find you ?

Who told you this? Get an attorney and file for a paternity test.

I received the paperwork from child support in 2000, she had submitted my name as the father of her child. I have been ordered to pay child support and was told that too much time had passed by for me to get the test. It doesn't seem right to me that someone has to pay when they cannot get a paternity test for someone they don't even know.

If you received paper work in 2000 why did you not contest it back then and ask for a DNA test. But yes if you waited over 11 years to ask for a DNA test, it may well be too long.

I'm not sure how long they said they have been looking for me, all I know is that child support is saying that the statute of limitation is up and I have no rights and I must just pay

Again WHO told you this? The child support agency? I wouldn't trust them to know the law.

And when were you told this? If you were served papers in 2000 and never responded until 10 years later, then yes, its possible its too late.

I'm not sure how long she told them she was looking for me, I contacted child support back in 2000 when I first received the paperwork and at that time they told me the statute of limitation was up and since I have been paying because I was told basically that I had no other choice. I have recently been told by friends that there has to be several things I could do unfortunately nobody can tell me what. The only way so far that I have been able to find/contact this woman is through Facebook to see if I were to fly to Oregon and pay for the test would she do it, however 6 months later I'm still waiting on the response

Look they lied to you. That is their job. Here is another thread from today that has the research already in it for Oregon.

You asked what to do? The answer is get an attorney. Instead of taking advice from people who's interest is opposite to yours.
